The Power of Titanium ORE

Making a Comeback

In 2008, the Mississippi State Tax Commission (MSTC), the state agency charged with collecting, maintaining, and disbursing all taxes due to the State of Mississippi, was seeking to fulfill their goals to reduce non-compliance, and identify and collect outstanding liabilities. In order to meet these goals, MSTC had many priorities competing for attention:
  1. The consolidation of tax liabilities for a single taxpayer in one location.
  2. The automation of certain labor intensive processes.
  3. The ability to track communication between agency staff and the taxpayer.
  4. The ability to provide generation, tracking, and retention of tax liens, distress warrants, levies, or other legal documents that cause or precede a collection activity.
  5. The ability to join together information from other tax systems into the collection process.
  6. The ability to provide administrative tools to monitor utilization and provide audit trails.
In structuring such a powerful collection system, MSTC called upon CR Software (CRS) to assemble a multi-disciplinary team to help define the strategy to implement these goals. With Titanium ORE (Open Receivables Environment) and its experienced staff, CRS was able to deliver a solution from beginning to end in a timely, economical way.

CRS worked with MSTC to implement Titanium ORE as a single collections platform for past due tax debt from multiple State of Mississippi tax systems. First, CRS worked with MSTC to analyze their business needs. During this process, CRS staff went onsite to interview key MSTC staff members and to learn about their business workflows. This was all documented, reviewed, and signed off by all stakeholders. Improvements to business processes were defined and the analysis document became the basis of the installation timeline and project plan.

Once the scope of the project was agreed upon and detailed within the project plan, the hardware and software environments were installed and the new business workflows were tested against the copy of the actual data. Before going live with the new system a pilot program was set up with a subset of the actual data to once more verify the new workflows and to allow vetting of any more changes before going live. One of the challenges for CRS during this phase was that data needed to be incorporated from multiple systems. The Titanium ORE environment lent itself very well to this challenge with its flexible, open architecture to make this step much easier than in any legacy system. CRS was onsite during the go live period to assist with additional training and to make sure that all the data converted as expected.
